Program Manager IV (Northern VA)

Job Title Program Manager IV (Key Personnel)
Position Full Time W2 in Northern VA
Minimum/General Experience At least ten (10) years of progressively more responsible experience directing and managing professional services programs.  This experience must include one or more technology areas including, strategic planning, concept development and requirements analysis, systems design, engineering and integration, test and evaluation and integrated logistics support, as well as acquisition and life cycle management in the systems engineering fields. An additional five (5) years of this experience is required if the individual only possesses a Bachelor’s Degree as described below.
Functional Responsibility
Position Description:

Provides technical/management leadership on major tasks or technology assignments.  Establishes goals and plans that meet project objectives. Has domain and expert technical knowledge.  Directs and controls activities for customer, having overall responsibility for financial management, methods, and staffing to ensure that technical requirements are met.  Interactions involve customer negotiations and interfacing with senior management.  Decision making and domain knowledge may have a critical impact on overall project implementation.  Supervise others.

 Responsibilities:

  • Organizes, directs, and manages contract operation support functions, involving multiple, complex and inter-related project tasks.
  • Manages teams on contract support personnel at multiple locations.
  • Maintains and manages the customer interface at the senior levels of the customer organization.
  • Meets with customer and contractor personnel to formulate and review task plans and deliverable items.  Ensures conformance with program task schedules and costs.
  • Develops and enforces work standards.
  • Provides quality assurance, communicates goals, objectives, and policies.
  • Provides financial management and project administration.
  • Supervises and directs staff on a daily basis.

Requirements:

  • Management of multiple task orders of a magnitude greater than $1M each in geographically dispersed locations, simultaneously
  • Experience with Department of Defense programs (Navy experience preferred)Familiarity with DoD Instruction (DoDI) 5000.2 (Operation of the Defense Acquisition System)
  • DAWIA certification (Systems Engineering, Program Management or Logistics) a plus, but not required,
  • Agile experience required
  • Experience using Risk Exchange a plus
  • Experience with GovCloud a plus
  • Major Automated Information Systems (MAIS) experience a plus
  • Exceptional written and verbal communications skills

 Other Requirements:

  • Must be a US Citizen
  • Ability to obtain and maintain a DoD Secret Security Clearance
Minimum Education Master’s Degree in Business, Computer Science, Engineering, or related field from an accredited program with at least 10 years of experience or Bachelor’s Degree with in Business, Computer Science, Engineering, or related field from an accredited program with at least 15 years of experience. Project Management Professional (PMP) Certification required
